Proposed strategic plan to activate the role of public libraries in Qena Province in promoting a culture of digital citizenship in society

Abstract

Digital citizenship is defined as a set of behaviors and practices that individuals engage in when using digital media and tools, related to the rights and duties associated with the optimal use of digital technology. This includes adherence to ethical and legal rules, as well as health and social standards, to ensure they benefit from the benefits of modern technology and protect them from its dangers. Consequently, the individual becomes a responsible and effective citizen in a digital society (Bakri, 2021). The research aims to raise awareness of digital citizenship and related issues in the public libraries under study, and to instill a culture of digital citizenship among all stakeholders, from library and information managers to all members of society. It also aims to provide information specialists with awareness of the pillars of digital citizenship, enabling them to understand the professional roles and responsibilities necessary to support and achieve a culture of digital citizenship in the library, and to connect specialists with the latest technological developments. It also aims to develop the skills of information specialists (scientifically, culturally, and technically) in line with the requirements of libraries to fulfill their role in promoting digital citizenship in society
